(ii) Drafting of new bills in areas under which the Ministry of Environment and Mineral Resources is taking the role of
Lead Agency under the Action Plan Relating to Enactment of Legislation by Parliament;
(iii) Developing checklists for reviewing and consulting on other bills under the:
(a) Action plan that are the oversight of other Ministries under the Action Plan.
(b) Action Plan that are under review by other bodies e.g.the Kenya Law Reform Commission.
The appointment period for the Taskforce shall be for a period of one (1) year, with effect from 1st November, 2010.

CONDUCT OF THE CHAIRMAN OF THE TRUTH, JUSTICE AND
RECONCILIATION COMMISSION AMBASSADOR BETHWELL KIPLAGAT

WHEREAS the question has arisen that the conduct of the Chairman of the Truth, Justice and Reconciliation Commission,
Ambassador Bethwell Kiplagat, ought to be investigated;

NOW THEREFORE, in exercise of the powers conferred by Section 17(2) of the Truth, Justice and Reconciliation Act (No.6 of
2008), the Chief Justice of the Republic of Kenya, appoint—

Justice (Rtd) Onesmus K. Mutungi shall be the Chairman of the tribunal and its mandate shall be:
(a) To investigate the conduct of the Chairman of the Truth,Justice and Reconciliation Commission, Ambassador
Bethwell Kiplagat including, but not limited to, the allegations that the said Chairman's past conduct erodes and compromises his legitimacy and credibility to Chair the Commission; his past is riddled with unethical practices and absence of integrity; he has been involved in, linked to or associated with incidents considered to be abuse of human rights; is likely to be a witness in the same matters that the Commission is mandated to investigate.
(b) To make a report and its recommendations thereon to me expeditiously and in any case not later that six (6) months
from the date of this Notice.
The Tribunal shall have all the powers necessary for the proper execution of its mandate, including the power to:
(a) Determine the times and venue of its meetings; and
(b) To regulate its own procedure.
The appointment of Justice (Rtd) William Shirley Deverell* is revoked.

FOR THE PROPOSED CONSTRUCTION OF A NEW SUGAR
MILL IN MIWANI, KENYA
INVITATION OF PUBLIC COMMENTS

PURSUANT to regulation 21 of Environmental (Impact Assessment and Audit) Regulations, the National Environment Management Authority, (NEMA) has received an environmental impact assessment study report for the implementation of the proposed
new sugar mill.
The proposed project comprises a feasibility study for the construction and operation of a privately owned sugar mill in Miwani.
The proposed sugar mill is designed to process 3,000 tonnes of cane per day. The proposed development entails the construction of the complete sugar mill, cogeneration plant, administration office, maintenance workshop and warehousing.The project site will be adjacent to the defunct sugar mill in Miwani, Nyanza Province, Kenya.

FOR THE PROPOSED LOW COST HOUSING SCHEME ON L.R.
NO. BLOCK 20/285, NAKURU DISTRICT

PURSUANT to regulation 21 of Environmental (Impact Assessment and Audit) regulations, the National Environmental Management Authority (NEMA) has received an Environmental Impact Assessment Study Report for the implementation of the proposed low cost housing scheme.
The proposed project will comprise of 450 housing units which will be multi-storied blocks, each block comprising 16 number flats
with three floors each. The project will be undertaken within a period of five years, in the first year 150 housing units will be constructed and the rest in the preceding year’s.
The specific site is on Block No. 20/ 285 within Nakuru Municipality, Nakuru District. The Site lies about 1.5km to the North
from the town centre.

Proposed Blue Lagoon Ecological Resort.
The proposed project entails construction of four blocks of one floor, comprising of 16 apartments and two residential villas of 2
floors each; a new swimming pool and a large botanical garden with a public walk-way to view points
The plot on which the proposed development is to stand is located on a peninsula east of the Baracuda Hotel on Plot No. 45-46 in
Watamu, Malindi District.

ENVIRONMENTAL IMPACT ASSESSMENT STUDY REPORT
FOR THE PROPOSED 66/11KV KIAMBU ROAD SUBSTATION

PURSUANT to regulation 21 of Environmental (Impact Assessment and Audit) Regulations, the National Environmental
Management Authority has received an Environmental Impact Assessment Study Report for the implementation of the proposed 66
KV substation. The proposed sub-station will have a 66kV high voltage incoming sub-transmission line with several 11kV feeder lines going out. The incoming 66kV voltage will be stepped down to 11kV through two 23MVa transformers. The stepped down 11kV will be evacuated to the existing distribution system and will leave the Substation through underground cables.The proposed Kiambu Road 66/11KV Sub-Station will be located on Plot No. L.R. 27/366, off Ridgeways Road, off Kiambu Road in
Nairobi City.
