(MMUST) INFRASTRUCTURE DEVELOPMENT
i) PROPOSED MASTER PLAN
The proposed developments include:- Administration Block, Student Dormitories, Staff Houses and Amphitheatre Block, parking,swimming pool, handball pitches (2), sports complex building, rugby pitch, and a hockey pitch, Show room and Shopping Malls, Multipurpose Hall, Schools Block, Centres Institute Block, Education and Social Science Block, Natural Science Block, Architecture and Civil Engineering Block, Mechanical Engineering Block, and LBB Phase II.and A Science Technology Park (Export Processing Zone).Apart from accommodation of tenants, the park is intended to have support and core facilities, including:

  • local area IT networks, video conferencing facilities and internet access;
  •  market analysis, business and marketing support;
  •  help in recruitment and business mentoring/incubation.

 

ii) ALTERNATIVE OPTIONS
The Strategic Environmental Assessment considered the following alternatives were carefully:-

(a) Waste Water Management Alternatives: Use of stabilization ponds/lagoons, Use of septic tanks and Waste water treatment plant
(b) Water Supply Alternatives: Rain water harvest and storage,maintain Western Water Company (WWC) water use, and Borehole water use.
(c) Siting of Facilities (Spatial Distribution of Structures)

  •  Science and Technology Park - to enhance mass production of industrial goods
  •  University population expansion: open up more satellite campuses to cater for the ever increasing university population.

(a) Analysis of alternative construction materials and technology
The proposed project will be constructed using modern, locally and internationally accepted materials to achieve public health, safety,security and environmental aesthetic requirements.
(b) Solid waste management alternatives:- Source reduction,Recycling, Reuse and compositing of the waste, Combustion and Sanitary Land filling

iii) AFFECTED PARTIES CONSULTED

i) Existing Indigenous Forest – Expansion of the University may lead to clearing of the existing indigenous forest
affecting the rich biodiversity within the land.
ii) Rivers and Wetlands:-
(a) Expansion of the University may affect the Omubhira (WECO) Stream which originates from MMUST through pollution, making the water unfit for domestic use in the downstream.
(b) Encroachment in the wetland supporting the river is foreseen, then the wetland may be drained and the river may end up drying affecting the ecosystem depending on them.

PROPOSED ESTABLISHMENT OF JATROPHA PLANTATIONS IN GARSEN
DIVISION, TANA DELTA DISTRICT, KENYA

Pursuant to regulation 21 of Environmental (Impact Assessment and Audit) regulations, the National Environmental Management Authority (NEMA) has received an Environmental Impact Assessment Study Report for the implementation of the proposed establishment of Jatropha Plantations.

The proposed project entails establishment of a series of Jatropha plantations on six ranches (Ida-sa Godana, Giritu, Haganda, Kibusu,Kitangale and Kon-Dertu) in the Tana Delta District of Kenya’s Coast Province, approximately 100 Kilometers north Malindi and 300 kilometers south of Garissa. The land reference numbers for the six ranches are as follows;

  •  Ida-sa-Godana (LR No.13597);
  •  Giritu (L.R No 13598);
  •  Haganda (L.R No. 13599);
  •  Kibusu (yet to get LR number);
  •  Kitangale (L.R No. 28304)
  •  Kon–Dertu L.R No. 17601/1).

An estimated area of 64,000 hectares will be developed into plantation. Phase 1 of the project is to commence on 10,000 hectares in the Kitangale Ranch. Phase 2 will see the development of a further 30,000 hectares on the other four ranches, and phase 3 will complete the development with approximately another 24,000 hectares.

Pursuant to regulation 21 of Environmental (Impact Assessment and Audit) regulations, the National Environmental Management Authority (NEMA) has received an Environmental Impact Assessment Study Report for the implementation of the proposed residential flats project.

The proposed project shall have five storey blocks with 210 units of 3 bedrooms, lounge, dining, kitchen and balcony each. The project shall also have security walls all round, driveways, green areas with appropriate landscaping and a car park with a capacity of 213 vehicles for the occupants and visitors.

The project area is situated on plot number L.R. no. 9042/128, Embakasi, Nairobi East district. The plot is approximately I Km. off the main Embakasi Road. It is in the midst of a developed area and in the neighbourhood of Nyayo Highrise Embakasi.

PROPOSED NORTHERN CORRIDOR TRANSPORT IMPROVEMENT
PROJECT (NCTIP) OF THE BEST ALTERNATIVE ROUTE LINKING
LAKESIDE NORTHERN TANZANIA TO NAROK TOWN

PURSUANT to regulation 21 of Environmental (Impact Assessment and Audit) regulations, the National Environmental Management Authority (NEMA) has received an Environmental Impact Assessment Study Report for the implementation of the proposed best alternative route linking lakeside Northern Tanzania to Narok town.

The best alternative route has been identified for the proposed Best Alternative route linking lakeside Northern Tanzania to Narok Town.
The assessment process examined the corridor through two main alternatives (Alternative 1 & 2).

  •  Alternative 1: 134km traversing from Kaboson – Kilgoris –Osinoni – Kehancha.
  •  Alternative 2: 131km and to pass from Kaboson – Muntekur –Lolgorien – Kehancha.

Alternative 1 has been identified as the best alternative route. The proposed main trunk road is being designed for class “A” road, the highest in Kenya since it is an international connection. It is generally a 2x2 carriageway with an average right of (Row) of 60m, apart from section that call for climbing lanes or off side parking spaces. In addition to the trunk road, the project will also comprise of link roads that are being designed as they are, i.e. class C for Kabason – Kiongon (C14) Kilgoris – Lorgorian (C17), Lorgorian – Kenhacha – Suna – Muhuru Bay (C13). Class “D” is being provided for Kilgoris –Awendo (D203), and Awendo – Kenhacha (D 202). Other classified earth road sections that constitute the main trunk road will automatically be upgraded to class “A” road.

AUTHORITY
ENVIRONMENTAL IMPACT ASSESSMENT STUDY REPORT FOR THE
PROPOSED FUEL STATION, GUEST HOUSE AND SHOPS IN MUTARAKWA
LIMURU ON PLOT NO. LIM/KAM/817/8

Pursuant to regulation 21 of Environmental (Impact Assessment and Audit) regulations, the National Environmental Management Authority (NEMA) has received an Environmental Impact Assessment Study Report for the implementation of the proposed fuel station,guest house and shops.

The proposed development will contain the following main facilities: - two fuel tanks, fuel pumps, office, a hotel, shops, guest rooms and an ablution block among other facilities.

The proposed project site will be at Mutarakwa along Mai Mahiu/Narok Road about 3km off the Nairobi-Naivasha highway on plot No. LIM/KAM/817/8.

The anticipated impacts and proposed mitigation measures are set out in the gazette.

The full report of the proposed project is available for inspection during working hours at:
(a) Director-General, National Environment Management Authority, Popo Road, off Mombasa Road, P.O. Box 67839- 00200, Nairobi.
(b) Permanent Secretary, Ministry of Environment and Mineral Resources, NHIF Building, Community, P.O. Box 30521, Nairobi.
(c) Provincial Director of Environment, Central Province.
(d) District Environment Officer, Kiambu West District.

NEMA invites members of the public to submit oral or written comments within thirty (30) days from the date of publication of this notice to the Director General, NEMA, to assist the Authority in the approval process of the project.

PROPOSED COBRAS CORNER LUXURY LODGE TRANSMARA/ENKU/
27703 – MARA TRIANGLE TRANSMARA DISTRICT

PURSUANT to regulation 21 of environmental (impact assessment and audit) regulations, the National Environment Management Authority (NEMA) has received an Environmental Impact Assessment Study Report for the implementation of the proposed Tourist Lodge.

The proposed project will consist of:

  •  27 Cottages divided into three intimate camps (Safari camp,Bush camp, and Mountain camp). In addition, each camp will have an attached lounge for breakfast, lunch and dinner. This will also serve as meeting places. There will also be a small library attached;
  •  Central reception area;
  •  Heated swimming pool;
  •  Wine cellar;
  •  Spa facility;
  •  Campfire site;
  •  Gift shop;
  •  Vehicle parking and minor service area;
  •  Staff quarters;
  •  Walkways and
  •  Septic tanks and waste water management areas.

The proposed site is about 6Km to the east of the Ngiro Area security outpost and about 1Km to the south from the main road along the Siria escarpment. The site is accessible by road from both Kilgoris through Lorgorian and Olololo gate or from Narok town through Aitong and Olololo gate, Transmara District.
